Technical Training and Support to the Defense Security Cooperation Agency (DSCA) and the Defense POW/MIA Accounting Agency (DPAA) in the Clearance of Explosive Remnants of War (ERW)

The Defense Security Cooperation Agency (DSCA) is responsible for planning, coordinating, administering, and supervising Department of Defense (DOD) Humanitarian Assistance, Disaster Relief and Mine Action (HDM) Program under which support is provided to foreign governments, international organizations, and non-governmental organizations. DPAA conducts global search, recovery, and laboratory operations to identify unaccounted-for Americans from past conflicts in order to support the Department of Defense’s personnel accounting efforts.

Shoulder 2 Shoulder provides training development and technical support to the Humanitarian Demining Training Center (HDTC), Combatant Commanders, and U.S. forces supporting Partner Nation ERW Clearance, Humanitarian Mine Action (HMA), and Physical Security and Stockpile Management (PSSM) requirements. S2S also supports DPAA with technical and field support in helping to account for and recover the approximately 83,000 American personnel still missing as a result of global combat operations.

Key areas of S2S support include:

  • Provide Subject Matter Experts (SMEs) and training development support for HDTC and Combatant Commander HMA, medical, and PSSM training requirements
  • Deliver technical and logistics support for Partner Nation surface and underwater HMA and PSSM programs
  • Develop HMA and PSSM information management and training delivery solutions
  • Provide ERW Clearance operational and logistical support and Scientific Recovery Expert (SRE) for MIA recovery missions
